Article 1.
The German Reich is a Republic.
The political power emanates from the people.

Article 109.
All Germans are equal before the law.
Men and women have in principle the same civil rights and duties.

The political structure changed fundamentally during the Weimar Republic. For the first time Germany was ruled democratically and women were given the right to vote for the first time.

In 1924, a modern public assistance programme was introduced and in 1925 the accident insurance programme was reformed, allowing diseases that were linked to certain kinds of work to become insurable risks. In addition, a national unemployment insurance programme was introduced in 1927. Housing construction was also greatly accelerated during the Weimar period, with over 2 million new homes constructed between 1924 and 1931 and a further 195,000 modernised.
